NOTICE INVITING TENDERS

 

Indira Gandhi Rashtriya Uran Akademi, hereinafter refers to as IGRUA, is pleased to invite tenders for supply and installation of Qty. 1, MICROPROCESSOR BASED DB PANEL as per technical specifications given below to be installed at our Aviation Fuel Station, Fursatganj Airfield, Distt. Raebareli (U.P).

 

TECHNICAL SPECIFICATION FOR MICROPROCESSOR BASED DB PANEL

1.1  SCOPE

 

This specification covers the technical requirements for supply of 200 AMPS/440V  Microprocessor Based Distribution Board Panel  complete with all accessories for efficient & trouble free operation.

 

1.2  STANDARDS

 

The panel shall be CPRI Tested and IP – 55 Tested and component incorporated in the panel should meet the following IS Standards

 

IS               :           722      A.C. electricity meters.

IS               :           732      code of practice for electrical wiring installation

IS               :           375      marking and arrangement for switchgear , busbar main                                             connections and auxiliary wiring.

IS               :           5082-1981       aluminum busbar E91E grade.

IS               :           1248    direct acting electrical indicating instruments.

IS               :           13947  LV switchgear and control gear.

IS               :           2075    current transformers

IS               :           3231    electrical relays for power system protection.

IS               :           4237    general requirement of switchgear and control gear for                                             voltage not exceeding 1000v

IS               :           2959    AC contactors for voltage not exceeding 1000v

BS             :           162      specification for electric power switchgear and associated                                                    apparatus.

 

The panels supplied shall satisfy all the requirements of local statutory authorities and modification if any required at site shall be carried out by the contractor without extra cost.

 

1.3  CONSTRUCTION

 

1.3.1        GENERAL

 

The panel shall be metal enclosed, free standing structure in a compartmentalized design suitable for indoor installation in non-dusty environments, protected against accidental impacts, heat sources and direct sunlight, taking care that adequate ventilation is provided.  Protection  degree IP 55  with door closed colour RAL 7032.  The metal structure is in pressed steel plate for fixing to the floor & pre-designed, pre equipped to install Switchgear and Control Gear, whenever required , 7 Tank Powder Coated Epoxy polyester after phoysphating to prevent rust.  Lifting eyebolts are provided. Cable entry from the top / bottom and they directly connected to the terminals of the incomer  , which is of three pole main type with door interlock. Their feeding is implemented by means of  insulated aluminum busbar / equal rating copper cable as standard.  The ambient service conditions must be temperature between –25c & +45c , maximum relative humidity of 90% at 20c and altitude less than 2000 meters above sea level.

Due consideration shall be given to the following during design of the panel and locating the various components viz. Circuit Breakers, instruments & relays and secondary wiring.

 

a)      Facility for front working ie- inspection, maintenance and repair.

b)      Near by size of Panel - 5’ x 18” x 4.5’ but this is maximum.

c)      Minimum vibration and noise.

d)      Risk of accidental short circuit, open circuit and damage to personnel due to accidental contact with live parts.

e)      Inter changeability of components.

f)        Secure and vibration proof connection for power & control circuit.

g)      Shrouding of all live parts in feeder component and cable chamber.

 

All retaining catches, screws and bolts for doors and covers shall be zinc passivated.  All covers, doors and joints shall be gasketted.  All components including CB/MCCB/ CONTACTORS shall be of same make.

1.3.2 BUSBARS

 

The busbars shall be air insulated and made up of high conductivity Aluminum.  All busbars shall be fully screened by means of PVC sleeves.  The busbars shall be TP & N, the section of the neutral bus being half the size of the phase busbar.

 

The busbars shall be PVC sleeved with colour strips of red, yellow, blue & black and the same shall be arranged in accordance with IS 375

 

The busbar shall be properly segregated, suitably braced with insulated supports (SMC) placed at appropriate intervals to withstand the electro magnetic stresses during short circuit.

 

Minimum electrical clearances shall be maintained between phase, neutral and body as per standards.

 

The insulation used shall be non hygroscopic and shall be treated for preventing fungus growth.

 

1.3.3  INCOMER and OUTGOING SECTION

 

The MCCB shall confirm to IS 13947 / IEC 947 in all respects.  The MCCB shall comprise of switching mechanism, contact system, arc extinguishing device and tripping unit all mounted in a moulded case, made of high strength heat resistant and flame retardant thermosetting insulating material.

 

MCCB shall employ quick make and quick break switching mechanism independent of the speed of operation of the operating handle.  The operating mechanism shall be trip free.  The operating handle shall indicate the position of the MCCB in ON / OFF / TRIPPED.

 

The MCCB shall be provided with field settable thermal magnetic relay suitable for short circuit and over load protection.

 

MCCB shall be suitable for horizontal and vertical mounting and with line load reversibility.  All MCCB shall be of current limiting type.

DIGITAL METERING:

Microprocessor Relay: OV /UV Facility and Auto Reset Feature (LUMEL/VISA)       

Microprocessor should meet the following features:

·        Overload and Earth Fault / Leakage Protections

·        Phase Wise Over-Voltage and Under-Voltage Protections  (Factory settable)

·        Phase Wise Auto-Trip and Auto-Reset on restoration of acceptable values with Manual Over-ride facility.

·        Phase Wise Current based Reactive Energy Compensation.

·        Back-Lit LCD Display for Voltage, Current, Frequency and Trip/Fault Indications.

METERING              :  Digital VIF Meter (Trinity/Selectron/Conzerv) including KWH

CONTACTOR              : 200 AMPS / 230 V Coil /FP            - 1 NO. ( Seimens/ABB/ GE)

 

OUTGOING SECTION:

1- Connected through Bus                               

MCB                           : 32 AMPS /16KA /TP                        - 4NOS. ( Seimens/ABB/ GE)

 

2- Connected through Bus and then MCB SP                          

MCB                           : 63 AMPS / 10KA / TP                      - 1 NOS.( Seimens/ABB/ GE)

MCB                           : 10 AMPS / 10KA /SP                       - 12 NOS. ( Seimens/ABB/ GE)

 

Makes: Siemens/ GE /ABB.

 

1.3.4 INDICATING LAMPS.

 

Indicating lamps shall be LED type.

 

1.3.5 MEASURING  INSTRUMENTS

 

Measuring instruments shall be of digital type with LED display.  They shall be capable of carrying the normal full load current ( via CT’s) and shall not be damaged by effects of rated fault current.  The instruments shall have an accuracy class of 1.0 as per IS 1248.

 

1.3.6 CONTROL WIRING

 

Panel shall be supplied with all internal wiring comprising of PVC insulated 1.1 KV grade, multistranded flexible copper conductor of 1.5 sqmm cross section.

 

Wiring associated with a particular phase shall be the colour of that phase viz. Red / Yellow /Blue, wiring associated with earthing shall be with green colour insulation and  Black insulation for neutral .

 

Wiring shall be neatly laid and run on insulated cleats of limited compression type insulated straps.

 

All cables shall have crimped terminations and shall be identified by means of glossy plastic ferrules at both ends, showing the wire number as indicated in the schematic diagrams.  The ferrules shall be indelibly marked.

 

Wiring to items mounted in hinged doors or wiring that is subject to movement, shall run in helical binding.  The binding shall be securely anchored at both ends and sufficient slack provided to prevent any strain being imposed on wiring.

 

1.3.7 EARTHING

 

All the metal parts of all equipment supplied within the panel (including doors and gland plates)  other than those forming part of all electric circuit, shall be connected by means of two independent earth conductors to continuous copper earth bar of suitable size at the bottom of the panel. 

 

1.3.8 PAINTING

 

Care shall be taken in workmanship and selection of materials to prevent the occurrence of any form of damage or corrosion due to damp or humid conditions.

 

The board shall be prepared, primed, filled and painted to the highest standards.

 

All items shall be cleaned and deburred, after fabrication and welding is completed.  External surfaces shall be filed and rubbed down as necessary to obtain a perfectly flat smooth surface, free from blemishes and imperfections.

 

The painting process shall be using a seven tank phosphating system with primer coating within 4 hours of phosphating and two coats Epoxy power coating

 

The paint shall not rust especially incomers and holes.
